Biden had served as a clerk at the Wilmington Law Firm in 1968 under William Prickett, a prominent local Republican. where he called himself a “Republican” and disliked Democratic Delaware Governor Charles L. Terry. Instead, he was a moderate Republican, Russell W. Peterson supported. He began practicing law in 1969 as a public defender. and then a locally active Democrat-led salary at a firm where he later registered as a Democrat. In 1970 he ran for the fourth district seat of Newcastle County Council on a liberal platform. He won the general election and assumed office on 5 January 1971. and served till 1 January 1973. He was nominated by Democrat Francis R. Swift was made successful. In 1972 he was replaced by Republican incumbent J. Caleb defeated Boggs as the junior U.S. from Delaware. became a senator. He had no chance of winning as there was almost no money in his campaign. And the Republican was the only Democrat to challenge the current Jay Caleb Boggs.
